The origins of today's Department of State and Administrative Law date back to 1835 when major changes were made to St. Petersburg University. After a new university charter was approved, among other departments, the Department of Encyclopedia of Jurisprudence and State Law, Laws of Improvement and Blagochiniya, and also the Department of Laws on State Services and Finances were founded..

The Department of State Law was chaired by Petr D. Kalmykov (1834-1860) and the Department of Laws on State Services and Finances (1836-1861) was chaired by Aleksandr I. Kranikhfeld.

In the University Charter of 1863, the Faculty of Law had State, Police, and Financial Law Departments.

In 1865, the Department of State Law was led by Aleksandr D. Gradovskiy, the author of many textbooks and the Origins of State Law, an extensive research work. A. D. Gradovskiy's student, Professor Nikolai M. Korkunov, who worked at the Faculty of Law until his death in 1904, left a large body of research work. His classic two volume textbook was titled Russian State Law, which survived 6 publications in pre-revolutionary times. The professor teaching Contitutional Law, Maksim M. Kovalevskiy, was a wonderful professor and the favourite of students (1906-1916). I.A. Ivanovskiy, who, as a Professor of the Department of State Law was named the Dean of the Faculty of Law In 1904, made a large contribution to the science of state law. Professor Aleksandr A. Zhilin, a well-known specialist in state law and the state law of foreign countries, worked at the Faculty of Law in the pre-revolutionary years.

Vasiliy A. Lebedev, whose work Is still relevant today, worked at the Department of Financial Law starting in 1868. Professors E. Berendts and I.I. Kaufman, who left a number of interesting works on administrative and financial law worked at the department together with V.A. Lebedev. In 1909-1910, Ivan K. Ozerov, a prominent researcher of the problems of financial law and Professor at Moscow University, taught a course on financial law. Professor Ozerov is famous for his multiple publications of the Fundaments of Financial Science. The research and teaching of Professor Mikhail I. Bogolepov, a well-known specialist in Financial Law during the Soviet period is also connected with the Faculty of law at Petrograd University.
