Historical Information
The Department of Criminal Procedure and Criminalistics at Saint Petersburg State University was and remains one of the leading such departments in the country with leading scholars and teachers. Among them, first and foremost, is N.S. Alekseev, Doctor of Legal Sciences, Professor, and Honored Worker of Academics of the Russian Federation, who directed the department for 38 years starting in 1952. Dr. Alekseev published over 150 academic works, was elected as the Dean of the Faculty of Law four times, and was the Senior Editor of the Journal Pravovedenie.
In 1946, I.F. Krylov, Doctor of Legal Sciences, Professor, and Honored Worker of Academics of the Russian Federation (whose name is connected with the founding of the Leningrad school of Criminalistics) began working at the faculty. I.F. Krylov published over 100 printed works, including eight monographs. Over 40 dissertations were written under his advisorship.
Professor P.S. Elkind (1918-1981) also holds a significant place in the history of the department. Professor Elkind was among the first to come to the department after its founding and continued to work at it until the last days of her life. She published over 120 academic works which received high evaluations in the legal press.
Professor V.G. Daev, Doctor of Legal Sciences, who published approximately 100 printed works, including 4 monographs, started working at the faculty in 1968. He led the department from 1990-1996.
From 1964-1006, Professor V.Z. Lukashevich, Professor, Doctor of Legal Sciences, and Honored Worker of Academics of the Russian Federation also taught at the university. His academic works received wide recognition in both Russia and abroad. Professor V.Z. Lukashevich was elected as the Dean of the Faculty of Law (1977-1982) and published 196 printed works, including eight monographs, three of which received University Awards (Levels I and II) and two of which won prizes at two all-union competitions of the vest university work of 1979-1980 and in 1987. 48 positive reviews were published in both Russian and foreign press on V.Z. Lukashevich's 8 monographs. He was given 5 awards, among them the Medal of Honor (1999). 16 dissertations were under his guidance and three of his former graduate students defended their doctoral dissertations, became professors and chairs of criminal procedure departments in various universities in Russia.
In addition, many other talented teachers and well-known scholars worked at the department, including: Prof. V.P. Rezepov, Prof. V.P. Petrov, P.P. Tsvetkov Doctor of Legal Sciences, Docents V.A. Ivanov, N.Y. Levin, I.K. Maksutov, G.V. Velikova, I.F. Bazanova, Y.V. Meshcheryakov, M.N. Marshunov, and S.I. Katkalo.
Grants
In 1997, the Presidium of the Academy of Sciences of Russia, considering the past and current achievements of the daprtment, awarded it (together with the Department of Criminal Law at Saint Petersburg State University) with the only Presidential Grant for the Legal Sciences for the Support of Academic Schools of Russia.
Computer Technology, Equipment, and Literature Received from International Cooperation
The Department of Criminal Procedure and Criminalistics has old and complex relations with a number of foreign higher educational institutions. Professor N.S. Alekseev worked for three years as a Professor of the German Academy for State and Legal Sciences (GDR), for which he was given the title of 'Distinguished Doctor'. Professor V.Z. Lukashevich gave lectures in Hungary, and Professor V.g. Daev gave lectures at ‘he Humboldt Berlin University. Professor A.A. Eksarkhopulo and Docent N.a. Sidorova both had positions in Germany. Professor A.A. Eksarkhopulo aught criminalistics in Yemen for four years (1983-1987), where he published the first ever textbook to be published in Arabic in this country. Docents N.a. Sidorova and Y.S. Merkulova went on an exchange program to the USA to review the law-enforcement agencies of that country. In addition, the scholars of a number of foreign countries also trained at the Department of Criminal Procedure.
